Personality Development Program: "Mr. Nisar A. Memon"

Mr. Nisar A. Memon, Chairman, Senate Standing Committee on Defense & Defense Production, visited Hamdard University and delivered a lecture on “Defense and Defense Production in the Global perspective”.

In the beginning, he expressed his pleasure that he is at the great institute of Shaheed Hakim Mohammed Said, who was a great human being, who contributed a lot for Pakistan and in doing so he gave his life. He appreciated his commitment to the cause of education, his principles and righteousness and said that at the end of the day we all have to go but what is important is the way we go and what we leave behind and Shaheed Hakim Mohammed Said leave behind a legacy in the form of Hamdard University.

He started his lecture describing the responsibilities of Standing Committees which are actually formed to oversight the Executive branch. The formation of these committees truly shows the power of democracy, each Committee is consisted of twelve people (seats are equally divided between the government and opposition).Government is promoting a check and balance system through these Committees.

The important points that he discussed in his lecture was Defense in historic perspective, New dimensions in Defense, Collective Security & Collective Defense, Emerging Patterns of Defense in Pakistan and Strategic Defense directions.

Talking about the new dimensions in defense he said that the worst thing today is the weapons with Disastrous Consequences. Missile Nuclear Technology is the major weapon and Nuclear assets of Pakistan actually help us to defend ourselves. He further emphasized that Defense which is “an art of preventing an enemy from conquering the territory” could be offensive or defensive.

Pakistan is a great country who took part in defending other countries. During cold war when we were living in the bipolar world of Soviet Union and America, we fought against communism. Now unfortunately we are living in the unipolar world, but this is not the end of the day it will be changed. China’s new modernization policy and Missile Defense in South Asia will threaten the unipolarity of America.

“Destroy the economy of enemy, it will die itself”. This statement shows that economy is the fundamental defense of any country. Defense is not made by hollow slogans but the economy is the real defense.

He also referred the theory of enlighten modernization, propounded by the President of Pakistan, as a strategic Defense direction. This theory puts emphasis to the points that Muslims must develop themselves economically, developed countries should support developing countries to strengthen economy and all of us should condemn terrorism.
He concludes his lecture with these remarks that the best of defense of any nation is people, their commitment to motherland. Democracy, National Cohesion and economic development are the most powerful tools to defend ourselves.

This lecture is followed by Question & Answer session in which students and faculty members asked different questions related to Defense and Defense production of Pakistan.
